Description

The City of Oceanside is accepting applications for a current for the position of Senior Environmental Specialist within the Solid Waste and Recycling Division of the Water Utilities Department.

The Senior Environmental Specialist works in a supervisory support role in the Solid Waste and Recycling/Zero Waste group. This position will support and work amongst a team of staff, to perform a variety of professional, field, administrative, and analytical work related to policy and program development for the City's zero waste, recycling and Green Oceanside sustainability programs. Job functions may include, but are not limited to, analyzing policies, legislation, and regulations and their impacts to the City's Municipal Code, Zero Waste Strategic Management Plan, Climate Action Plan, and Solid Waste Franchise Agreement; implementation and ongoing supervision of the City's robust recycling and food scraps collection services; program development related to food recovery and the City's Green Oceanside Kitchen; conduct waste audits; assist in contract management to ensure compliance and alignment with state regulations, city goals, customer service expectations and policies; respond to inquiries from the public; prepare and administer grant funds; develop and implement public awareness and community engagement campaigns; support school focused sustainability education; enhancement of the City's Green Oceanside Business Network; and regularly serve as a City liaison with community groups, stakeholders, and internal committees.

The Senior Environmental Specialist in the City's Water Utilities Department will provide input into the City of Oceanside's Zero Waste, Green Oceanside and overall sustainability initiatives. Through the City's commitment to Zero Waste, the City has adopted policies, programs, and services to help meet the goal of 75% to 90% diversion. Over the past decade, the City of Oceanside has been a leader in innovative community supported environmental policy, outreach, and infrastructure. Through the City's Green Oceanside campaign, the City has been at the forefront of legislative initiatives that are changing the face of water conservation, watershed protection, energy conservation, zero waste, climate action, and sustainability.

MINIMUM QUALIFICATIONS

Experience: A minimum of five years of increasingly responsible experience in environmental science, environmental policy, resource management, physical science, engineering, or related field.

Training: A Bachelor's degree from an accredited college or university in environmental, biological, physical, chemical or earth science or a closely related field.

License, Certificates:

Possession of, or ability to obtain, an appropriate, valid California driver's license.

Possession of, or ability to obtain, one of the following certifications within 12 months of hire:

  • Professional in Storm Water Quality (CPSWQ)
  • Professional in Erosion and Sediment Control (CPESC)
  • California Registered Environmental Health Specialist (REHS)
  • Erosion, Sediment and Storm Water Inspector (CESSWI) Certificate
  • Solid Waste Association of North America Certification
  • National Registry of Environmental Professionals in Environmental Profession, Environmental Science or Natural Resources.
