SUSTAINABILITY AND RESILIENCE DEPARTMENT / ENERGY AND CLIMATE DIVISION
To perform a wide variety of administrative and analytical support duties for the Energy and Climate division; participate and implement in administrative processes, procedures and programs especially related to division budgets; design and implement energy and climate related initiatives. Participate in the preparation and administration of the Energy and Climate budget, maintain and monitor budgeting controls; assist in the preparation of quarterly budget reports and other budget-related documents. Provide budget assistance to other divisions or initiatives in the Sustainability and Resilience Department as needed. Provide technical assistance to City departments, residential and business customers and local institutions with energy and climate related efforts aimed at reducing energy use and greenhouse gas emissions and increasing local development of renewable energy generation and other community sustainability initiatives. Assist in drafting and implementing department policies and procedures for the Energy and Climate division and the Sustainability and Resilience Department. Prepare RFP's, scopes of work, specifications; select consultants and prepare agreements; administer contracts for energy and climate-related projects; process payments, change orders, and site inspections; responds to claims and disputes. Serve as liaison to relevant regional and state organizations such as the Santa Barbara County Climate Collaborative, the Clean Energy Working Group; Local Government Sustainable Energy Coalition; and the Statewide Energy Efficiency Collaborative.
KNOWLEDGE OF : Contract administration, research methods. State and Federal laws pertaining to energy and climate management. Methods of research, program analysis and report preparation. Policies and procedures of the Sustainability and Resilience Department. Basic principles and practices of budget administration. Public Relations techniques. Principles and procedures of record keeping. Basic math. Modern office procedures, including computer hardware, Microsoft Office Suite, Exel, and Powerpoint.
ABILITY TO: Perform administrative and analytical support duties for the Energy and Climate division. Perform complex budget tasks such as development, reporting and monitoring. Maintain a calendar of budget-related due dates and deliverables. Ensure the prompt development and delivery of deliverables. Understand the organization and operation of the Energy and Climate division and the City of Santa Barbara. Be self-motivated with strong project management skills and the ability to prioritze tasks and effectively manage competing deadlines. Interpret and apply administrative and departmental policies and procedures. Ability to read and comprehend technical information and legislative reports and communicate technical information orally, and in writing. Research, analyze and evaluate programs, policies and procedures. prepare clear and concise reports. Work independently; work as part of a team.
TRAINING/EXPERIENCE : Bachelor's degree from an accredited college or university with major coursework in public administration, energy or environmental studies, or a related field. Two to three years of progressively responsible experience in energy analysis, energy management, climate-related programs, sustainability and administrative programs. Experience with the implementation of sustainable practices in or for a public agency.
