Description of Work Unit

CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary

Colorado State University and the Center for Environmental Management of Military Lands (CSU/CEMML) is hiring a Natural Resource Specialist to be located at Lackland, Air Force Base in San Antonio, Texas. This position will provide support to government staff in determining appropriate AF approaches to meeting natural resources environmental requirements for NEPA/EIAP including, but not limited to: Sikes Act, USFWS, CZMA, ESA, MMPA, NOAA, various Executive Orders.

Required Job Qualifications

Bachelor’s Degree in Degree in Biological Sciences; Natural Resources

At least three (3) years of experience responding to natural resources regulatory requirements including Sikes Act; U.S. Fish and Wildlife Service (USFWS); Endangered Species Act (ESA); Coastal Zone Management Act (CZMA); Wetlands delineation and permitting; Marine Mammal Protection Act (MMPA); National Oceanographic and Atmospheric Administration (NOAA) requirements; Floodplain Executive Orders; Wetland Executive Orders

Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Preferred Job Qualifications

• Master’s Degree in Degree in Biological Sciences; Natural Resources

• Experience with Air Force Natural Resources management including AFMAN 32 -7003; Integrated Natural Resource Management Plans (INRMP); compliance with natural resources regulations, including USFWS and National Environmental Policy Act (NEPA)/Environmental Impact Analysis Process (EIAP); consultations for NEPA/EIAP projects; biological evaluations, biological assessments, and biological opinions

• At least two (2) years U.S. Air Force project planning or management experience

• Experience with management and oversight of NEPA projects

Support consultations for NEPA/EIAP projects with USFWS, CZMA, MMPA, NOAA, and other natural resources related regulatory agencies

Participate in project completion by evaluating issues; developing and implementing solutions; and resolving problems to natural resource challenges

Provide written and oral communication of complex/controversial information clearly, concisely, and sensitively to a variety of audiences; including higher-level managers; project proponents; cooperators; and other stakeholders

Assist with planning and determination of approaches for upcoming projects

Provide natural resource subject matter expertise to government staff for conveyance of complex studies and analyses and potential courses of action
