The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for an Environmental Cleanup Project Manager (Natural Resource Specialist 4 ). This position may be located in Bend, Klamath Falls, Pendleton, or The Dalles, Oregon (finalist may choose office location-hybrid work optional)

DEQ has a centralized policy and planning component and regional offices to accomplish its mission. There are 3 regions (Northwest, Western, and Eastern); this position is in the Eastern Region. The Regional staff implement the agency’s rules and policy on sites in their respective areas and serve as direct contact and liaison with other governmental entities, industries, and the public.
The Environmental Cleanup Section provides regulatory and technical oversight on releases of hazardous substances to ensure protection of public health and the environment, which includes maintaining a site inventory, investigating and monitoring sites, and ensuring site cleanup and restoration. The program is statewide and affects past and present owners and operators of sites that handled, generated, or are affected by hazardous substances that were released into the environment. Cleanup of hazardous substances is a fundamental part of DEQ’s mission to be a leader in environmental protection.

What you will do!
Be a senior project manager in DEQ’s Eastern Region Cleanup Section. You will lead the oversight and cleanup of some of the states most complex hazardous substance sites, from the beginning discovery and investigation phases to writing the decision document and implementing a remedy. You will have overall project responsibility to ensure that contaminated sites are cleaned up in a manner that protects public health, welfare, and the environment. You will also get to work closely with a diverse set of stakeholders, US EPA and Oregon Tribes to ensure meaningful input into DEQ’s process and advance environmental justice in Oregon. This position will additionally serve as an Eastern Region representative on Agency work groups that are updating policy, strategically planning for the program’s future, and generally working to continuously improving the statewide program. You may also support other staff on their projects as needed and we will work together to build a team in the section.

Minimum Qualifications:
Candidates who are most competitive will also reflect the following:
Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing knowledge of environmental justice and diversity, equity, inclusion, and belonging.
A minimum of 3 years progressive project management experience directing all phases of environmental cleanups (investigation, risk assessment, feasibility study, remedy selection) of sites contaminated with CERCLIS-eligible hazardous substances.
Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
Demonstrated experience working with diverse groups to explain technical information, gather input and develop consensus on a path forward.

This position will be based out of one of DEQ’s Eastern Region offices (Bend, Klamath Falls, Pendleton, or The Dalles, Oregon) however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ offices, you will have access to a workspace, however, it may be shared with other employees.
Statewide travel for site visits, meetings, trainings, workshops, and conferences will occur. During site visits, there is the potential for exposure to adverse weather conditions, pollutants, chemicals, contaminated soil and water, fumes, airborne contaminants, fall or tripping hazards, stairs, and walking. Statewide travel may involve extended work hours, overnight stays, and weekend work.
