Our Waste Management Division diligently works to reduce the impacts of climate change and conserve natural resources by developing and implementing innovative programs and projects that reduce waste at the source.

The Waste Management Division of the Department of Public Works has two full- time (80 bi-weekly hours) Senior Program Coordinator vacancies – one each in Zero Waste Marin and Marin County Solid Waste.

Both Senior Program Coordinator positions will lead activities and functions of waste management programs pertaining to solid and hazardous waste regulations, primarily SB1383. They will perform a variety of administrative, planning, program monitoring, and evaluation duties; serve as a liaison to the public, community groups, government agencies, and other departments; may lead or supervise staff; and perform related duties as required. Your work will be instrumental in helping lead waste management efforts and compliance in Marin County through:

  • Program development and implementation.
  • Gathering and analyzing program metrics to measure the effectiveness of program activities.
  • Preparing reports, presenting progress on deliverables to key stakeholders, and making recommendations on changes needed to improve outcomes.
  • Managing vendor and consultant contracts, tracking expenditures, and ensuring compliance with terms and conditions.
  • Creating and distributing outreach collateral materials to educate and engage stakeholders on the regulation of these materials and the importance of source separation.
  • Working with department staff, community-based organizations, and other stakeholders to promote programs and related services.
  • Coordinating activities and providing counsel and technical assistance as necessary to ensure optimum efficiency and compliance with appropriate regulations, policies, and procedures.

While these two Senior Program Coordinator – Waste Management positions are similar (please see their Class Specification for more information), they have different areas of programmatic focus.

The Senior Program Coordinator for Zero Waste Marin (Marin County Hazardous & Solid Waste Joint Powers Authority) will focus on:

  • SB 1383 Implementation plans, compliance reviews and reporting for Construction & Demolition projects, CalGreen mandatory green building standards codes, and Water Efficient Landscaping ordinance (WELO).
  • Public information, outreach & education liaison for the building and self-haul community and stakeholders.
  • Development and evaluation of comprehensive County wide construction & demolition and self-haul programs.

The Senior Program Coordinator for Marin County Solid Waste will focus on the following:

  • Broad-based SB 1383 Implementation plans, compliance reviews and reporting for Special Districts who hold Solid Waste Hauling Agreements, County Offices and Buildings including inspections & enforcement.
  • Evaluation existing and plan for new County infrastructure for increased diversion of all materials from the landfill.
  • Public information, outreach & education liaison for County employees, Affinity Groups, and stakeholders on County Waste Management.

The positions of Senior Program Coordinator report to the Waste Management Program Manager, but may take direction from a Senior Planner.

Our highly qualified candidates have:

Knowledge of: public sector contracting, the solid & hazardous waste management industry, principles, and practices of highly accountable government operations, tried and true research and statistical methods as applied to the collection, tabulation, and analysis of data essential to the Programs.

Skill in: excellent writing, time management, budget tracking, fostering and maintaining productive relationships with various stakeholders, data management systems, application use (especially Microsoft Excel, Word, and PowerPoint), proactive communication, public speaking, delivering presentations and recommendations before boards, commissions, and community groups, and staying calm under pressure.

Ability to: provide clear communication, function independently with minimal supervision, actively manage complex and technical projects and programs in the delivery of services, think critically, prepare and present reports within applicable time limits before various stakeholders, act as a collaborative and effective liaison in listening attentively and advising.

Possession of a degree in the environmental sciences, engineering, or closely related field, or equivalent years of experience in the field, a valid California driver’s license with a satisfactory driving record, and any certifications in Waste Management, Zero Waste, Leadership, and/or Data Management Programs/Systems, will further ensure your success in this role.

We recognize your time is valuable, so please do not apply if you do not have at least the following required Minimum Qualifications: Equivalent to graduation from an accredited college with a Bachelor’s degree in a field closely related to the assigned program(s) and three years of experience providing community, educational or related services, which one year includes responsibility for program administration, planning, monitoring and evaluation. Additional related experience may substitute for the education on a year for year basis.

A graduate degree in a field closely related to the assigned program(s) is highly desirable.
